The decree closes the list of deductions that may be applied to public sector salaries. Anything outside the enumerated categories now requires express legal basis or documented individual consent.

Private operators may now import diesel and gasoline directly. The decree ends a long-standing state monopoly on fuel importation and creates a licensing route for private participation.
